Carlton's waterfront resources — Lake Ontario, Lake Alice, the Oak Orchard River, and Point Breeze — are the town's most cited assets in the survey.
What we've heard
The waterfront was viewed as an environmental resource, a recreational asset, and an economic driver simultaneously. Water-based recreation — hiking, kayaking, canoeing, boating, fishing — came up throughout the survey. Point Breeze specifically was identified as a place with potential to become a stronger destination.
Suggestions from residents included:
- Family-oriented businesses at Point Breeze
- Food and entertainment on the waterfront
- Festivals, water events, and community programming
- Additional pedestrian/bicycle access to waterfront parks
- Complementary businesses that support both residents and visitors
Balance
Residents also emphasized preserving access to waterfront areas while maintaining rural and agricultural identity. The plan needs to balance investment in waterfront destinations with protection of the character residents value.

What we heard at Workshop #1 (Sept 23, 2026)
- Shoreline protection — need further protection; strengthen high-water impact areas so the waterfront can last.
- Erosion along Waterport Carlton Rd needs fixing.
- Water quality — cormorants, regular testing of the Oak Orchard River and other waterways.
- Expand access to the waterfront.
- Don't take over the state property.
